Changes from Vanilla Victoria IIEdit

Here's the basic problem with how the rebel system works in Vanilla: a pop gets enough militancy (6+) and the system calculates the odds for each available rebel group. The rebel group with the highest odds is the one the pop signs up with-- even if the result of the calculation is negative, all that's required is that it be less negative than the others.

And this would be fine, except for the fact that not all pops have a good outlet for their militancy. So you get liberal, educated pops living in a democracy signing up with the Anarcho-Liberals (since the Jacobins don't apply within a democracy), socialists signing up with the Communists and conservative pops signing up with the Reactionaries... all of which can seem more than a little strange (ie. "I'm a liberal and angry about the lack of freedoms and voting rights-- that's it! Dictatorship for everyone!") So PDM has expanded the list of rebel groups to cover more nationalities and ideologies, and adjusted some of the existing ones (like the Anarcho-Liberals) so they make a bit more sense.

NOTE: This system will not apply once the AHD expansion is released, as the rebel system is being completely revamped.


Ideological RebelsEdit

Reactionary RebelsEdit

  • available to pops with at least 10% reactionary, conservative or fascist ideology
  • chance increases the greater the percentage of reactionary ideology support
  • chance reduced if literacy is over 50%, increased if literacy is under 30%
  • chance increased if consciousness if less than 3
  • not available to pops which are unaccepted cultures
  • not available in countries with Absolute Monarchy government
  • Effect: will turn any monarchy or Presidential Dictatorship into an Absolute Monarchy, and turn any other form of government into a Presidential Dictatorship

Fascist RebelsEdit

  • requires that Fascist ideology has been activated by event
  • available to pops with at least 10% reactionary or fascist ideology
  • chance increases the greater the percentage of fascist ideology support
  • not available to pops which are unaccepted cultures
  • chance reduced if pop is an accepted culture but not the primary culture
  • chance increased if the country has unclaimed cores
  • chance increased if the pop lives in a province with minorities
  • not available in countries with Fascist Dictatorship government
  • not available in uncivilized countries
  • Effect: will turn any government type into a Fascist Dictatorship, as well as inspire fascists in neighboring countries (ie. applies a scaled militancy effect on Fascist ideology)

Communist RebelsEdit

  • requires that Communist ideology has been activated by event
  • available to pops with at least 10% communist or socialist ideology
  • chance increases the greater the percentage of communist ideology support
  • if the pop is majority socialist, the chance increases if they are not getting their life/everyday needs
  • chance reduced if the pop is an unaccepted culture
  • chance increased if the country borders any country with a Proletarian Dictatorship government
  • not available in countries with Proletarian Dictatorship government
  • not available in uncivilized countries
  • Effect: will turn any government type into a Proletarian Dictatorship, as well as inspire communists in neighboring countries (ie. applies a scaled militancy effect on Communist ideology)

Anarcho-Liberal RebelsEdit

  • requires that Anarcho-Liberal ideology has been activated by event
  • available to pops with at least 10% anarcho-liberal ideology
  • chance increases the greater the percentage of anarcho-liberal ideology support
  • chance reduced if the pop is an unaccepted culture
  • chance reduced if the government is a Bourgeois Dictatorship
  • not available in uncivilized countries
  • not available in countries with a Democracy government and where the ruling party is Anarcho-Liberal
  • Effect: unlike in Vanilla, these rebels do not form a Bourgeois Dictatorship. They will force the government to become a Democracy with an Anarcho-Liberal ruling party ideology. They will also pass all political reforms and revert all social reforms. The only way for a Bourgeois Dictatorship to form is by event-- if a country with an Anarcho-Liberal government has a high amount of militancy, they may take over in a coup and become a dictatorship then. Otherwise the rebels represent in PDM the ultimate expression of liberalism-- "maximum freedom, minimum government interference".

Jacobin RebelsEdit

  • available to pops with at least 10% liberal, anarcho-liberal or conservative ideology
  • chance increases the greater the percentage of liberal ideology support
  • chance increases if the pop is majority conservative and has 6+ consciousness or 50%+ literacy
  • chance increases if the pop is majority conservative and the country has the "Liberal Revolution" event
  • not available if the country is a Democracy or HMS Government with both a Liberal ruling party ideology and either Universal Voting or Universal Weighted Voting
  • not available to uncivilized countries
  • Effect: will turn an Absolute Monarchy or Prussian Constitutionalism into an HMS Government. Turns all other governments into Democracy. Changes the ruling party ideology to Liberal and automatically forces a number of political reforms. Will inspire liberals in neighboring countries (ie. applies a scaled militancy effect on Liberal ideology)

Militant SocialistsEdit

  • requires that Socialist ideology has been activated by event
  • available to pops with at least 10% socialist or communist ideology
  • chance increases the greater the percentage of socialist ideology support
  • not available if the country is a Democracy or HMS Government with both a Socialist ruling party ideology and either Universal Voting or Universal Weighted Voting
  • not available to uncivilized countries
  • Effect: will turn all government types into Democracy. Changes the ruling party ideology to Socialist and automatically forces a number of political reforms. Will inspire socialists in neighboring countries (ie. applies a scaled militancy effect on Socialist ideology)


Nationalist RebelsEdit

Nationalist RebelsEdit

  • requires that the pop lives in a province with a core of their primary culture, and it is a core for a country which does not exist
  • chance greatly reduced if the pop is the primary culture for their country
  • chance reduced if the pop is an accepted culture
  • chance greatly increased for pops that are majority reactionary, fascist or anarcho-liberal ideology
  • chance increased for pops that are majority liberal ideology
  • chance greatly increased during the Liberal Revolution events
  • chance greatly increased if the pop lives in a colonial province
  • not available for countries which are only one province
  • Effect: Nationalists appear only for a particular culture, and are tied to whichever cores existed for that culture in the province where they rose. They can only move to provinces which have at least one pop (no matter the size) of their culture. Should they have risen and all the core provinces belonging to them in the country are controlled by any rebel group (they don't have to be controlled by nationalists), they will declare independence.

Patriot RebelsEdit

  • these work exactly the same as Nationalist Rebels, except they only appear for cores of countries that do exist (in other words, if Greek pops in the Ottoman Empire become very militant while Greece exists, they rise as patriots instead of nationalists).
  • Effect: If patriots take over a province, they apply a "Patriot Uprising" modifier to it. Should all provinces in a state which belong to a neighboring country be rebel-controlled and at least one of those provinces has the "Patriot Uprising" modifier, the neighboring country will receive an event allowing it to annex all its cores in that state. Should they agree, they will have relations reduced with the country their cores are being annexed from (who will also receive a CB against them).

Pan-Nationalist RebelsEdit

  • only appear in cultures with a cultural union (see the list of Union Countries in PDM) which are not themselves greater powers or are the union country. Austria only gets pan-nationalist rebels if it only owns provinces which are either Austrian or German cores. Austria-Hungary and CSA do not get pan-nationalists.
  • unlike in Vanilla, pan-nationalists can still appear once the union country exists
  • chance increased the greater the percentage of liberal or anarcho-liberal ideology support
  • chance greatly increased during the Liberal Revolution events
  • not available to uncivilized countries
  • Effect: the effect of a successful pan-nationalist varies according to the union in question, but typically they will force the country to be annexed to its union (if it exists) or be annexed to a greater power of their culture group (if one exists and the union does not). They will also allow the "Crown from the Gutter" event in that country.

RedshirtsEdit

  • These are essentially pan-nationalist rebels for Italy, but are specifically only created when Sardinia-Piedmont uses the "March of the Thousand" decision (available if it takes over Lombardia), and thus prevent the appearance of regular Italian pan-nationalists.
  • They will appear in any Italian culture group country other than Sardinia-Piedmont
  • Effect: If Sardinia-Piedmont exists, it will receive the "Il Risorgimento" event allowing it to create Italy. If Sardinia-Piedmont does not exist, the event can then go to any Italian greater power (if one exists).

Indian NationalistsEdit

  • These are essentially pan-nationalist rebels for India, and can only appear when the "Rise of Indian Nationalism" event fires (either for the United Kingdom or any Indian minor which has researched Revolution & Counterrevolution). They supplant the Sepoy Rebels.
  • applies to all South Asian culture group pops living in a province with an India core
  • chance increased if pop has a majority support for liberal, anarcho-liberal or conservative ideology
  • Effect: If they are successful in occupying all of a colonial country's Indian territory, they will either force India to be released (applies only to British India) or force any owned territory to be returned to its core owners. If they are successful in overthrowing an Indian minor, they will have a number of effects such as forcing its release as a vassal, annexing it to same-culture neighbors or prompting the formation of India via the "Crown from the Gutter" event if an appropriate South Asian nation exists.


Other RebelsEdit

Angry RiotersEdit

  • only appears in uncivilized countries
  • chance reduced if the pop has less than 25% literacy
  • chance increased if the province has an uncivilized modifier such as "Western Presence" or "Local Opium Habit"
  • Effect: Until a country civilizes, the Angry Rioter is the most likely rebel group that will appear. If will remove any uncivilized modifiers (such as "Western Presence" or "Local Opium Habit") in provinces it takes over, as well as kill off a percentage of rich strata pops there. If it takes over the country, it will force it to take on the "Uncivilized Isolationism" modifier, remove all uncivilized province modifiers, reduce diplomatic influence of all greater powers in its country as well as revert any advanced uncivilized national value back to the basic one (Progress NV will revert to Enlightenment NV, while both Loyalty NV and Independence NV will revert to Tradition NV).

Carlist RebelsEdit

  • only appear in Spain
  • chance greatly increased in provinces with the "Carlist Sympathies" modifier
  • chance increased the greater the percentage of reactionary or conservative ideology support
  • chance increased if the province is a majority Basque or Catalan culture
  • not available unless Spain is either a monarchy or a democracy
  • not available to pops which are not part of the Iberian culture group or not Catholic
  • Effect: if successful, will turn the country into Carlist Spain with an Absolute Monarchy government and a reactionary ruling party ideology

Christino RebelsEdit

  • only appear in Carlist Spain
  • chance greatly increased in provinces with the "Christino Sympathies" modifier
  • chance increased the greater the percentage of liberal or anarcho-liberal ideology support
  • not available if the province has a majority Basque or Catalan culture
  • not available unless Spain is a monarchy
  • not available to pops which are not part of the Iberian culture group
  • Effect: if successful, will turn the country into Spain with an HMS Government government and a liberal ruling party ideology

Boxer RebelsEdit

  • only appear in the Qing Empire if it is an Absolute Monarchy
  • only appear between 1870 and 1905
  • chance increased the greater the percentage of reactionary or conservative ideology support
  • chance greatly increased if the province has an uncivilized modifier such as "Western Presence" or "Local Opium Habit"
  • chance increased if Qing Empire is part of a sphere of influence
  • chance increased if Qing Empire has less than 30 Prestige
  • not available to pops which are not part of the East Asian culture group
  • Effect: Boxer Rebels are unique in that they can move outside the country into any Chinese core province, and can reclaim states which are owned by other countries. If they take over a province with any uncivilized modifier (such as "Western Presence" or "Local Opium Habit") they will remove all such modifiers there, increase Qing's Prestige by 2 and send an event to a random greater power lowering its influence and relations with Qing (as well as giving them a Cut Down to Size CB). If they manage to occupy the capital, they will remove ALL such modifiers in the country, revert the country to the "Uncivilized Isolationism" country modifier and reduce all greater power influence in the country.

Sepoy RebelsEdit

  • only appear in British India once the "Sepoy Rebellion" event has fired in 1857
  • applies to all South Asian culture group pops living in a province with an India core
  • chance increased if pop has a majority support for liberal, anarcho-liberal or conservative ideology
  • Effect: Sepoy rebels will stay within British India (they do not move into the territory of Indian minors, even if they are British vassals) and can only move to Indian core provinces. Should they occupy the major cities in British India (Delhi, Calcutta, Madras, Bombay, Patna and Lahore) they will force the British out: an event will fire which releases all Indian vassals and returns all British-held Indian provinces to their core owners.
